OK, so just to be clear: are you adding anything to the underbust measurement to get your band size, or do you measure 28 inches?
If you measure a 28, you can wear a 30 or possibly even a 32. If you’ve added 2 or 4 to come up with 28, your underbust is indeed very small — but there are petite bras that would probably fit you in a 30.
The Little Bra Company does carry size 28, and their bras are excellent — expensive, yes, but worth the money in my opinion. Their A-cup size also fits AA.
